How is a C3 inquiry implemented in a high-needs elementary school?

For the C3 Framework to be a success, it must reach students in all schools. This paper examines the implementation of the C3 Framework in a high-needs elementary school, and the findings demonstrate that the teacher was able to implement an inquiry project that met the needs of her students.
